Implement a validity check at the end of the fit, that is propagated
to the rest of the CORBA interface.

For the moment, the validity check is only a rough test, but this
feature should be extended so that it can be relied upon to determine
whether a given set of corrections may or may not be used in tracking.

- XmlConfiguration: get rid of clumsy string operations (-1.7 sec)
  (impacts Barrel and AsapPilotImpl, which have been modified accordingly)

- Alignment: avoid running Reset which is run anyway in Solve (-1.2 sec)

- CdbAsap::putIOV and AsapDistanceResult: use the ElementFinder class
  in place of the FindID method (-1.3 sec)

- remove the FindElementList method from class Element, which had bad
  performance, and implement functionality in a new class
  ElementFinder. Propagate change to all methods (mostly from Barrel)
  using the functionality.

- asap::Log: reorganize include files to slightly improve compilation
  time, and cache the tag mechanism which improves runtime performance.
